The African Development Bank Group said it has elevated 11 officials within the organization to new positions in its regional offices across the continent. These officials will serve, individually, as Country Manager, Director, Director General, Resident Representative and Regional Director, effective December 1.

The officials, comprising of six women and five men, will work at the Bank’s Regional Development and Business Delivery Offices, which are part of the Bank’s new business approach to accelerate its business and development impacts across Africa.

 

West Africa

Ms. Marie-Laure Akin-Olugbade, a Cameroonian national who currently serves as Coordinator of the Bank’s Regional Public Private partnerships Hubs, has been elevated to a new senior executive position as Country Manager for the West Africa Regional Development and Business Delivery Office where she will be responsible for overall management of the regional team as well as the portfolio operations in key countries.

Janvier Litse, a Cameroonian and seasoned veteran with the Bank, is named as Director General for the West Africa Regional Development and Business Delivery Office. He currently holds a title as the Acting Vice-President, Operations, where he leads a team of 700 people and has responsibility for the Bank’s entire portfolio.

Ebrima Faal, as the new Director for the Nigeria Country Office will manage the largest single office of the AfDB, which oversees a portfolio of over US $5 billion and deals with 36 states of the Federation and the Federal Capital Territory. He’s currently the director of the office of the Senior Vice President of the African Development Bank, where he executes and manages corporate performance and provides oversights for operations across different departments.

 

Central Africa
Dr. Ousmane Dore, a Guinea native, has been named Director General for Central Africa Regional Development and Business Delivery Office. He currently serves as Country Director of Nigeria and prior to that was the Resident Representative.

Leila Mokaddem, a Tunisian, will supervise a new office within the Central Africa Regional unit as the Country Manager for the Central Africa Regional Development and Business Delivery Office. She joined the AfDB in 2002 as a Manager and quickly rose up the ranks executing various duties, including the development of the Africa Guarantee Fund and was responsible for financial and private sector development, microfinance and the small and medium size enterprise portfolio as well as providing leadership and management to Senegal, the Gambia, Guinea Bissau, Mauritania and Cape Verde. She currently manages a portfolio of $2.3 billion in Egypt, where she has significantly improved the performance of the country portfolio, bringing it up to 71 percent disbursement.

 

East Africa

Gabriel Negatu, currently Country and Regional Director for the East Africa Regional Resource Center, will now head the East Africa Regional Development and Business Delivery Office as Director General. The East Africa Regional Development and Business Delivery Office is part of the new business approach of the Bank to accelerate its business and development impacts across Africa.

Mrs. Nnenna Nwabufo will take a new position as Country Manager, East Africa Regional Development and Business Delivery Office. She joined AfDB in 1991 and has served in various roles and responsibilities over the last 25 years, including as a manager in the General Services and Procurement Department, Director of Programming and Budget Department, Acting Director, Human Resource Management Department and Acting Vice President for Corporate Services.

 

Southern Africa Region

As Resident Representative and Country Manager for Ethiopia, Dr. Josephine Waithira Ngure manages a portfolio of $1.7 billion that includes national and regional operations and has been credited for elevating Ethiopia’s country office portfolio to the top three best performing portfolios in the Bank. Now, she is being given new responsibilities as the Country Manager for the Southern Africa Regional Development and Business Delivery Office.

An academic and researcher by training, Dr. Tonia Kandiero joined AfDB in 2007 as a Senior Research Economist, and has since held several other official titles, including her current role as Resident Representative for Tanzania. Starting nest month, she will serve as Director General for the Southern Africa Regional Development and Business Delivery Office, where she will help accelerate the Bank’s business and development impacts within the region and across Africa.

 

North Africa Region

Ms. Yacine Fal, who has been the Resident Representative for Morocco since 2014 where she coordinates and manages the Bank’s largest country portfolio consisting of 34 operations worth €2.4 billion, will become the Country Manager for the North Africa Regional Development and Business Delivery Office. Ms. Fal is from Senegal and has been with the Bank since 1998.

Mohamed El Azizi, a Moroccan, and the current Director of Water and Sanitation Department and African Water Facility at the Bank where he manages a $3.4 billion worth portfolio of 105 operations in 38 African countries, has been named as Director General for the North Africa Regional Development and Business Delivery Office, He is a Member of the Board of Governors of the World Water Council. He successfully led teams to mobilize 6 billion Euros for rural water supply and sanitation initiative in Africa. He joined the Bank in 2000 as a Water and Sanitation expert and has served in Rwanda.
